Overview
Every MBBS seat in India is filled on the basis of NEET-UG results. After results are declared, seats are allotted through online counselling: the Medical Counselling Committee (MCC) conducts counselling for All India Quota and certain central and deemed institutions, while each state runs counselling for its own state quota and many private college seats.

Admission pathways
The pathway that applies to you depends on your NEET rank, category, domicile and the type of college.
MCC
15% of MBBS seats in government medical colleges, open to eligible candidates from across India.
State authority
The remaining 85% of seats in state government colleges, usually reserved for candidates who meet the state’s domicile rules.
MCC
Seats in deemed-to-be universities are allotted through MCC counselling, with fees set by each institution.
MCC
Institutions such as AIIMS and JIPMER, and central universities, admit students through NEET-UG and MCC counselling.
State authority
Seats are usually filled through state counselling, under quotas and fee rules set by each state.
As per rules
Reservation for SC, ST, OBC-NCL, EWS and PwD candidates applies as per central and state rules.

In many cases, yes. Eligible candidates can usually register for MCC counselling and for the state counselling of states where they are eligible. Rules on holding seats and on participating in later rounds differ, so check the current information bulletins carefully.
Government colleges are run by central or state governments and usually have the lowest fees. Private colleges are run by trusts or societies, with fees regulated by state authorities. Deemed universities are institutions with university status whose MBBS seats are allotted through MCC, with fees set by each institution.
Yes, for state quota seats. Each state sets its own domicile rules. Domicile does not usually apply to All India Quota, deemed or central institution seats allotted through MCC.
